Seguridad internacional: sus principales tesis, fundamentos y dimensiones a inicios del Siglo XXI

Abstract

Los cambios suscitados en el panorama internacional han generado la redefinición de conceptos y perspectivas que eran propios de anteriores escenarios. El siguiente estudio presenta, en su primer capítulo, la conceptualización de seguridad internacional y su evolución a través del tiempo. Este término es visto de forma particular según la teoría o escuela desde la cual se estudie, por ende, se plasman en este documento esas diferencias y nuevas alternativas al concepto original que se explicarán más adelante, y se muestran cuatro capítulos que ejemplifican cómo la realidad puede analizarse desde las nuevas propuestas. En el segundo capítulo, se desarrolla un análisis de la relación entre la seguridad nacional y la seguridad humana bajo una coyuntura de migraciones y ataques terroristas analizando las políticas migratorias y antiterroristas que ha implementado la Unión Europea, es decir, se determina si estas políticas acatan principios relacionados a la seguridad del Estado por encima de otros factores como los derechos humanos o el bienestar general de las personas. Como principal resultado, es posible indicar, que estas políticas si bien cuentan con aspectos que pretenden proteger a los migrantes, en su mayoría, están influenciadas por elementos de la seguridad nacional desde su perspectiva más tradicional. En el tercer capítulo se aborda el tránsito entre la seguridad nacional y la seguridad ciudadana y cómo se puede analizar esa relación entre ambos tipos de seguridad, además, cómo se ve afectada la seguridad de los ciudadanos ante elementos externos que atentan con la seguridad del Estado y sus instituciones. Se realizan tres estudios de casos en el capítulo que son: la DIS y sus funciones, la policía municipal de San José y su participación en la seguridad ciudadana y el papel de las empresas de seguridad privada en el país y su papel en el aporte a la seguridad ciudadana. Respecto al cuarto capítulo, se analiza el impacto de la movilidad humana que despliega efectos multicausales como los desastres naturales por el cambio climático: el continente americano forma parte de una de las zonas más vulnerables a esos daños y afecta a todos los aspectos de la vida humana. Este fenómeno enmarca actualmente uno de los principales problemas de la sociedad internacional que termina involucrando a científicos, expertos, abogados, trabajadores sociales que comprenden la necesidad del resguardo de los derechos humanos de estas personas que se movilizan buscando una mejor calidad de vida, ya que en sus hogares no tienen los medios que les asegure la protección de estos derechos. Finalmente, se revisó el papel de la cobertura de prensa como movimiento securitizador debido a que los efectos del cambio climático se materializan a través de manifestaciones variadas, y sus consecuencias afectan de manera global -tanto a los ecosistemas como a las sociedades humanas-, actuando como multiplicadores de las amenazas ya existentes. Centroamérica es una de las regiones más vulnerables ante los efectos del cambio climático. En el marco de una agenda de seguridad regional permeada por profundas vulnerabilidades de diversa naturaleza, esta sección parte de la consideración del cambio climático como un hecho social y una amenaza a la seguridad en múltiples niveles, y, por ende, analiza esta cobertura y abordaje de la temática en los medios de prensa en Costa Rica, entre julio y diciembre de 2017, como ejemplo de movimiento securitizador.

The changes in the international scenario have led to the redefinition of concepts and perspectives that were typical of previous scenarios. The following study first chapter presents the conceptualization of international security and its evolution over time. This term is viewed in a particular way depending on the theory or school of thought from which it is studied and new alternatives to the original concept, which will be explained later on, and four chapters are four chapters that exemplify how reality can be analyzed from the new proposals.
