Cultura del desarrollo en Centroamérica: evolución del concepto de desarrollo y su influencia en la alianza para el desarrollo sostenible

Abstract

La presente tesis tiene por objetivo analizar, desde una perspectiva del desarrollo humano sostenible que abarque los factores culturales, la relación entre cultura y desarrollo. En ese sentido, estudia la evolución e influencia del concepto de desarrollo desde finales del periodo de entre guerras (1919-39) hasta la fecha.

A lo largo de ese lapso, el concepto de desarrollo ha variado sustancialmente; de una visión unidimensional del concepto, fundamentada en aspectos económicos, se ha pasado a una multidimensional que está centrada en el ser humano y que toma en cuenta las relaciones internacionales, la sostenibilidad y el medio ambiente.

No obstante, ante la persistencia de la iniquidad y las desigualdades, es imprescindible enriquecer el concepto de desarrollo con una nueva e importante esfera: la dimensión cultural. En ese sentido, las políticas de desarrollo deben plantearse sobre la base de las formas de pensamiento, comunicación y acción, determinadas por un conjunto de valores y actitudes, que han sido socialmente aprehendidas por los seres humanos.

Esta tesis pretende demostrar por qué, pese a la evolución del concepto de desarrollo, aún persiste, en especial en el istmo centroamericano, el "desdesarrollo" y la urgente necesidad de que las decisiones que tienen que ver con el desarrollo sean tomadas de acuerdo con la diversidad cultural de nuestros pueblos.

Como método de trabajo, esta investigación revisa sistemática, aunque no exhaustivamente, una muestra de estudios y escritos de autores claves (fuentes secundarias) sobre la evolución del concepto de desarrollo y de cultura.

¿Cuál ha sido la evolución del concepto de desarrollo en los últimos años? ¿Cuál es la influencia de los aspectos culturales en el desarrollo? ¿Cuál es el concepto de cultura? /Cuáles son los fundamentos de una cultura del desarrollo? ¿Cómo está gestando Centroamérica el desarrollo? ¿A qué apuesta Centroamérica con la firma de la ALIDES? ¿Cuál ha sido el grado de avance respecto a esta propuesta? Esta tesis intenta responder a éstas y otras interrogantes.

El advenimiento de un nuevo milenio pareciera ser el momento histórico adecuado para repensar el desarrollo. En un mundo marcado por los procesos antagónicos de globalización y fragmentación, es preciso repensar el proceso de desarrollo e integración centroamericano, a fin de delinear la plataforma y las estrategias que permitan insertar a Centroamérica en los procesos de desarrollo contemporáneos.

Por ello, en este trabajo se estudia la estructura y evolución de las propuestas de desarrollo en Centroamérica, incluyendo el análisis de la función de la cultura, en especial a partir de la firma de la última "estrategia" de desarrollo regional, la Alianza para el Desarrollo Sostenible (estudio de caso), que tuvo la influencia de los aportes de la Comisión Brundtland en 1986 y de la concepción del desarrollo humano sostenible de las Naciones Unidas.

Finalmente, y como un aspecto medular, esta tesis constata que cuando el desarrollo se concibe disociado del contexto humano y cultural deviene un crecimiento sin alma y por ende insostenible. La cultura es el vínculo de todos los aspectos del desarrollo e incide en las decisiones y resultados económicos, políticos, ambientales y sociales.

This thesis aims to analyze, from a sustainable human development perspective, the relationship between culturc and development. In that sense it studies the evolution and influence of the concept of development from the end of the Interwars Period (1919-39) to the present day. During this period of time the concept of development has changed substantially. From a one-dimensional vision of the concept based on economic aspects, it has expanded to a multidimensional vision that is centred on the human being. It also takes into consideration economics, social, political, international relations, sustainability, and environmental aspects. However, with the persistence of exclusion and inequality, it is imperative to enrich the concept of development with a new and important sphere: the cultural dimension. In that sense, the development policies planning have to be based on the forms of thinking, communication and action. All these factor are determined by the values and attitudes that have been socially learned by human beings. This thesis attempts to demonstrate why, despite the evolution of the concept of development, especially in Central America, there is still a state of “underdevelopment". Therefore, the urgent need for decisions that deal with development must be made according to the cultural diversity of our nations. The method applied for this investigation consist of reviewing a sample of studies and writings of key authors about the evolution of the concept of development and culture. What has been the evolution of the concept of development in the later years? What is the influence of the cultural aspects in development? What is the concept of culture? What are the basis of a culture of development? How is Central America striving? What is Central America betting with the sign of the ALIDES? What has been the advancement regarding that proposal? This thesis attempts to deal with those questions. The arrival of the new millennium appears to be the proper historical moment to re-think development. In a world marked by the antagonistic process of globalization and fragmentation, it is necessary to reconsider the development and integration process in Central America, in order to design the platform and the strategies for the modernization of the region. For that reason this thesis studies the structure and evolution of the proposal for development in Central America, including the analysis of the function of culture. Especially, since the signing of the last "strategy" for regional development, the Alliance for the Sustainable Development (study-case). Which obtained the influence of the contribution of the Brundtland Commission in 1986 and the conceptualisation of the sustainable human development of the United Nations. Finally, and as an essential aspect, this thesis gives evidence that when development is conceived as dissociated with human and cultural context, it grows without soul and is therefore unsustainable. The culture is the vehicle of all the developmental aspects and falls into the decisions and economical, political, environmental and social results.
