Diagnóstico situacional de la operación actual del parque infantil de seguridad vial en Pérez Zeledón.

Abstract

Éste estudio se realizó con el propósito primordial de analizar e identificar alternativas de solución; a la situación actual operativa del Parque Infantil de Seguridad Vial en Pérez Zeledón. En lo que se refiere al mejoramiento y aprovechamiento de sus instalaciones. Y como segunda intención se realizó esta investigación; con el fin de cumplir con los requisitos académicos para optar al grado de Licenciatura en Administración de Empresas con énfasis en dirección empresarial. El objetivo de ésta investigación constituye la formulación y el análisis de acciones tendientes a producir un cambio radical, en la forma que está operando el Parque Infantil de Seguridad Vial con las instituciones vinculadas de manera directa o+ indirecta con su desarrollo, como son la Municipalidad de Pérez Zeledón, el Consejo de Seguridad Vial -COSEVI- y el Consejo Local de Seguridad Vial – COLOSEVI-. El Parque Infantil de Seguridad Vial entró en vigencia el día 17 de febrero de 1987, cuando se estableció un convenio cooperativo entre la Municipalidad de Pérez Zeledón, el Consejo de Seguridad Vial y el Club de Leones de San Isidro del General, el cual se legalizó como un convenio tripartita. Y se inauguró el 9 de octubre de 1997. Posteriormente surgen los COLOSEVIS mediante el Decreto Ejecutivo 29390- MOPT-S, publicado en el Alcance N° 24 de la Gaceta N° 59, el 23 de marzo del 2001. Y estos son organismos adscritos formalmente a las Municipalidades, cuyo papel consiste en brindar soluciones oportunas a los problemas locales de seguridad vial y velar para que el sistema de transito del Cantón funcione correctamente. Incluyendo dentro de su temática los parques infantiles. Como producto de la investigación realizada se obtuvieron los siguientes resultados: El Parque Infantil de Seguridad Vial tiene como principal objetivo capacitar a niños y jóvenes, en materia de seguridad vial y prevención de accidentes, logrando disminuir la cantidad de accidentes en la zona; por lo tanto no se puede permitir que dichas instalaciones, así como su operación se deteriore, por falta de recursos necesarios, especialmente económicos y humanos. Los resultados obtenidos demuestran que la falta de interés o la poca importancia que se le ha dado al Parque Infantil, por parte de las instalaciones vinculadas con su desarrollo. Y al no generar el Parque Infantil, ningún recurso económico, ha provocado un estancamiento de su operacionalidad y un abandono de las instalaciones. Aunado a lo anterior, esta investigación reveló suficiente información, que servirá para implementar acciones de coordinación y planificación, que se reflejaran dependiendo de la fuerza de voluntad de los actores, en cuanto se logre optimizar la operacionalidad del Parque Infantil, y el mejoramiento continuo de éste sitio.

The main purpose of this study was to analyze and identify alternative solutions to the current operational situation of the Road Safety Children's Park in Pérez Zeledón. In what refers to the improvement and use of its facilities. And as a second intention, this research was carried out with the purpose of fulfilling the academic requirements to obtain the degree of Bachelor in Business Administration with emphasis in business management. The objective of this research is the formulation and analysis of actions aimed at producing a radical change in the way the Road Safety Children's Park is operating with the institutions directly or indirectly linked to its development, such as the Municipality of Pérez Zeledón, the Road Safety Council -COSEVI- and the Local Road Safety Council - COLOSEVI-. The Road Safety Playground came into effect on February 17, 1987, when a cooperative agreement was established between the Municipality of Perez Zeledon, the Road Safety Council and the San Isidro del General Lions Club, which was legalized as a tripartite agreement. It was inaugurated on October 9, 1997. Subsequently, COLOSEVIS was created by Executive Decree 29390- MOPT-S, published in Scope No. 24 of Gazette No. 59, on March 23, 2001. These are organizations formally attached to the Municipalities, whose role is to provide timely solutions to local road safety problems and to ensure that the Canton's traffic system functions correctly. Including children's playgrounds within its thematic area. As a result of the research carried out, the following results were obtained: The main objective of the Road Safety Playground is to train children and young people in road safety and accident prevention, thus reducing the number of accidents in the area; therefore, these facilities, as well as their operation, cannot be allowed to deteriorate due to lack of resources, especially economic and human resources. The results obtained show that the lack of interest or the little importance that has been given to the Children's Park, by the facilities linked to its development. And since the Children's Park does not generate any economic resources, it has caused a stagnation of its operation and an abandonment of the facilities. In addition to the above, this research revealed enough information that will serve to implement coordination and planning actions, which will be reflected depending on the willpower of the actors, in order to optimize the operation of the Children's Park and the continuous improvement of this site.
