La articulación interinstitucional y el desarrollo de procesos de planificación para la implementación de proyectos en el Consejo Territorial de Desarrollo Rural de Pérez Zeledón

Abstract

Este trabajo se centra en el estudio de la articulación interinstitucional presente en el Consejo Territorial de Desarrollo Rural (CTDR) del cantón de Pérez Zeledón, es decir, aquellas relaciones entre actores involucrados en los diferentes procesos que la entidad lleva a cabo para incentivar el desarrollo rural de la zona, para esto, fue necesario recolectar y analizar información y datos. Una de las principales razones por las que se consideró este tema como la principal problemática es porque la formulación y ejecución de proyectos territoriales se ha visto afectada, ya que los actores presentes en el CTDR han tenido dificultades para llevar a cabo una eficiente articulación y así lograr los objetivos en común, por ejemplo, ejecutar proyectos que giran en torno al desarrollo rural del territorio. La metodología que se utilizó para elaborar el estudio se basó en la recolección y análisis de información primaria y secundaria. Se llevaron a cabo entrevistas y grupos de discusión en diferentes momentos con representantes del Inder, sede Pérez Zeledón y miembros del Comité Directivo del CTDR. La participación de los representantes y el buen abordaje de las sesiones y de la información permitió que los resultados fueran los esperados, pues se logró identificar el motivo principal del porqué no existe una eficiente articulación. Esto originó una propuesta que promueva el desarrollo de una red interinstitucional consolidada para el fomento del desarrollo rural del cantón. En los diferentes capítulos del trabajo se abordan tópicos que se consideran importantes para realizar el estudio y se logró un contraste entre la teoría consultada de distintos autores y autoras, con la realidad que enfrenta el consejo en el territorio. Asimismo, parte importante del análisis se basó en que el consejo actualmente posee herramientas clave para desarrollar la planificación en sus proyectos, sin embargo, al ejecutarse se presenta una serie de dificultades que van más allá de la organización, lo cual hace que los resultados esperados de cada proceso no se desarrollen conforme lo planeado. Al llevar a cabo todo un análisis exhaustivo de la situación actual en la cual se encuentra el CTDR es más sencillo encontrar cuáles son esos puntos clave en los que deben trabajar los actores involucrados para lograr una unificación de acciones, que den como resultado un uso eficiente de los recursos y se incentiven los proyectos que fomenten el desarrollo rural del territorio.

This work focuses on the study of the inter-institutional articulation present in the Territorial Council for Rural Development (CTDR) of the canton of Pérez Zeledón, that is, those relationships between actors involved in the different processes that the entity carries out to encourage rural development in the area, for this, it was necessary to collect and analyze information and data.
