“Propuesta de Fortalecimiento de capacidades institucionales de la Municipalidad de Santo Domingo de Heredia en la Gestión de Riesgo a Desastre para el Distrito de San Vicente”

Abstract

En el presente proyecto de investigación se abordarán diferentes temas de manera descriptiva y concisa sobre la gestión de riesgo a desastres en el Distrito de San Vicente de Santo Domingo de Heredia. En el primer capítulo se realiza un análisis de la información, donde se da el planteamiento del problema y objetivos general y específicos de la misma, así como la caracterización de la justificación que busca la mejora de la calidad de vida de las personas de la comunidad, esto conforme a la recolección de información de actores y sus antecedentes que nos permiten conocer más a fondo la situación que ronda a esta temática. El segundo capítulo consta de la fundamentación teórica la cual nos brinda una orientación y mayor claridad sobre los conceptos e importancia que se derivan y conforman la gestión del riesgo a desastres, así como la perspectiva de la planificación y sus definiciones que rondan en los procesos de la gestión del riesgo, el cual es de gran importancia para este proceso investigativo. En el tercer capítulo se desarrolla el marco metodológico donde se presenta el enfoque investigativo que será utilizado, así como las técnicas de investigación para realizar el debido análisis de los datos recopilados y así con ello poder tener las herramientas que faciliten la consecución de los objetivos del problema que se investiga en dicho proyecto. En el cuarto capítulo se desarrollan los resultados de la presente investigación, donde se expondrá lo relacionado a las amenazas y vulnerabilidades que se presentan en el Distrito de San Vicente, así como la percepción de los actores tanto comunales e institucionales para poder arraigarnos más al tema y por último, las capacidades tanto institucionales como comunales que se presentan dentro de la Municipalidad en estudio, así como en la comunidad. Por último, en el quinto capítulo se elaborará la propuesta de abordaje de aspectos comunales e institucionales que inciden en el Distrito de San Vicente de Santo Domingo de Heredia, para con ello brindar fortalecimiento en las capacidades institucionales de la Municipalidad en torno al tema, mediante tres líneas estratégicas para impulsar aspectos de mejora para ambas partes y buscar la debida gestión de riesgo en una zona de gran vulnerabilidad como lo es el distrito en estudio

This research project will address different topics of descriptive and concise way on disaster risk management in the District of San Vicente de Santo Domingo de Heredia. In the first chapter an analysis of the information, where the problem statement and general and specific objectives are given of the same, as well as the characterization of the justification that seeks to improve the quality of life of people in the community, this according to the collection of information on actors and their antecedents that allow us to learn more about the situation that surrounds this theme. The second chapter consists of the theoretical foundation which provides us with a guidance and greater clarity on the concepts and importance that are derived and make up the disaster risk management as well as the planning perspective and its definitions that surround the risk management processes, which is of great importance for this investigative process. In the third chapter, the methodological framework is developed where the investigative approach that will be used, as well as the research techniques to carry out the proper analysis of the data collected and thus be able to have the tools that facilitate the achievement of the objectives of the problem under investigation in said project. In the fourth chapter the results of the present investigation are developed, where it will be exposed what is related to the threats and vulnerabilities that are presented in the District of San Vicente, as well as the perception of both community and community actors institutions to be able to become more rooted in the issue and finally, the capacities both institutional as well as communal that occur within the Municipality under study, as well as in the community. Finally, in the fifth chapter the proposal for addressing aspects communal and institutional that affect the District of San Vicente de Santo Domingo of Heredia, in order to provide strengthening of the institutional capacities of the Municipality on the subject, through three strategic lines to promote aspects improvement for both parties and seek proper risk management in an area of ​​large vulnerability as is the district under study
