Gestión pública y financiera para el desarrollo de ciudades inteligentes y sostenibles : estudio de caso de la Municipalidad de Heredia, Costa Rica.

Abstract

Las ciudades inteligentes han demostrado ser cada vez más factibles para el desarrollo y sostenibilidad de las ciudades, estas utilizan los cambios tecnológicos y la innovación para responder de forma eficiente a los problemas ambientales y sociales que vive el planeta. Sin embargo, actualmente se ha identificado una divergencia en el avance de las ciudades inteligentes y sostenibles de distintos centros urbanos alrededor del mundo, esto se debe principalmente a que no existe un modelo único de gestión que guíe la forma en la que las ciudades se desarrollen hacia la inteligencia y la sostenibilidad, por lo que, dependiendo de la forma en la que se desarrolle la gestión, esta puede incentivar o limitar el desarrollo inteligente de la ciudad. De esta manera, con el fin de ejemplificar la relación ente la gestión pública y el desarrollo de las ciudades inteligentes y sostenibles, la presente investigación tiene como objetivo el estudio caso de la ciudad de Heredia, con el fin de identificar las características de su modelo de gestión pública y la incidencia de esta sobre el desarrollo de su ciudad inteligente y sostenible. Para el desarrollo de la investigación, fue necesario primeramente estudiar la institucionalidad por la que se rige el gobierno local con el fin de entender el marco de acción que esta posee. Seguido se identificó el estado de desarrollo inteligente de su ciudad a través el Índice de Ciudades Inteligentes y Sostenibles del Centro Internacional de Política Económica, con el cual fue posible identificar que sus principales necesidades de gestión para el desarrollo inteligente según los indicadores del índice. Asimismo, se utilizaron los planes de desarrollo de largo plazo del gobierno local, para determinar la relación entre los indicadores para el desarrollo inteligente de la ciudad y la influencia de las acciones del gobierno local sobre estos. Finalmente, fue posible identificar que existe una influencia directa entre la gestión pública del gobierno local de Heredia y el desarrollo de sus ciudades inteligentes, ya que las áreas en las que esté no ejecutan acciones se presentan como deficiencias en los indicadores de la ciudad inteligente. Asimismo, el gobierno local de Heredia se encuentra en proceso de transición hacia un modelo de gestión pública inteligente, donde en su plan hacia el 2034 se identifican acciones en las que la tecnología se visualiza como medio de comunicación e interacciones con la ciudadanía, además de mecanismo para la toma de decisiones y evaluación del desempeño dentro de la gestión pública. Además, la planificación se identifica como el elemento clave de la gestión pública que permite tanto identificar el objetivo de desarrollo inteligente de la ciudad, como la ejecución de acciones para lograr el objetivo desde el marco legal en el que se desarrolla la institucionalidad del gobierno local.

Smart cities have proven to be increasingly feasible for the development and sustainability of cities, they use technological changes and innovation to respond efficiently to the environmental and social problems that the planet is experiencing. However, currently a divergence has been identified in the progress of smart and sustainable cities in different urban centers around the world, this is mainly due to the fact that there is no single management model that guides the way in which cities develop. towards intelligence and sustainability, so that, depending on the way in which management is developed, it can encourage or limit the smart development of the city. In this way, in order to exemplify the relationship between public management and the development of smart and sustainable cities, the objective of this research is the case study of the city of Heredia, in order to identify the characteristics of its model. of public management and its impact on the development of its smart and sustainable city. For the development of the research, it was first necessary to study the institutionality by which the local government is governed in order to understand the framework of action that it possesses. Next, the smart development status of your city was identified through the Smart and Sustainable Cities Index of the International Center for Economic Policy, with which it was possible to identify your main management needs for smart development according to the index indicators. Likewise, the long-term development plans of the local government were used to determine the relationship between the indicators for the smart development of the city and the influence of local government actions on them. Finally, it was possible to identify that there is a direct influence between the public management of the local government of Heredia and the development of its smart cities, since the areas in which it is not carrying out actions are presented as deficiencies in the smart city indicators. Likewise, the local government of Heredia is in the process of transitioning towards an intelligent public management model, where in its plan towards 2034 actions are identified in which technology is viewed as a means of communication and interactions with citizens, in addition to mechanism for decision-making and performance evaluation within public management. In addition, planning is identified as the key element of public management that allows both the identification of the objective of intelligent development of the city, as well as the execution of actions to achieve the objective from the legal framework in which the institutionality of local government is developed.
