Análisis de la efectividad del Sistema de Becas de la Universidad de Costa Rica, Sede de Guanacaste : periodo 2020-202

Abstract

En esta investigación se abordó el tema de efectividad en el Sistema de Becas de la Universidad de Costa Rica, Sede Guanacaste, para el periodo comprendido entre los años 2020 y 2021. El objetivo de esta investigación fue el de analizar cuál es la percepción que tienen las personas beneficiadas del Sistema de becas de la Universidad de Costa Rica, con respecto a la eficiencia con el uso de los recursos y a la eficacia con que se destinan dichos recursos, lo que implicó: analizar si para los estudiantes de la Sede de Guanacaste de dicha universidad beneficiados con una beca, el Sistema hizo un uso óptimo de los recursos que posee y benefició a quienes realmente ameritaban el apoyo económico entregado. Para hacer dicho análisis se plantearon tres objetivos específicos: • El primero dirigido a describir la cobertura y alcance que tiene el Sistema de Becas, distribución espacial de las personas beneficiadas, distribución por edad, cuales son los beneficios de los que gozan las personas que reciben este apoyo de la Universidad. • El segundo estuvo dirigido a conocer y analizar: la percepción misma de los estudiantes becados con respecto a los procesos para obtener la beca, los mecanismos condicionantes para mantenerse dentro de Sistema, los controles reglamentarios que determinan la asignación de la categoría de beca e identificar los elementos de mejora que consideran convenientes de implementar los beneficiarios del Sistema. • El tercer y último objetivo se enfocó en la percepción de las personas funcionarias en Sede de Guanacaste de la Oficina de Becas, o que recientemente tuvieron alguna injerencia en la misma, incluyendo los factores que éstas consideran que pueden fortalecer el quehacer de esta oficina. En el primer capítulo se consideran los antecedentes encontrados en el proceso de investigación, que justifica realizar la investigación y cuál es el problema que se aborda. Destaca en este sentido la auditoría que realizó la Contraloría General de la República en 2014, donde se identificaron algunos elementos que le restan eficacia al Sistema, por ejemplo: ausencia de estudios integrales sobre el impacto del Sistema de Becas, necesidad de fortalecer los beneficios complementarios y una entrega de beneficios complementarios poco oportuna en el tiempo. Dicha auditoría coincidió en tiempo con la modificación que se realizó en el Reglamento de Adjudicación de Becas de la Universidad de Costa Rica, donde se plantearon algunos cambios importantes para las categorías de beca. En el segundo capítulo se presentan los conceptos necesarios para el desarrollo de la investigación, a partir de fuentes bibliográficas, destacando como ejes principales: políticas públicas, movilidad social y efectividad. Además, se describe parte de la metodología usada y los diferentes instrumentos que ayudaron a cumplir con los objetivos, el enfoque de la investigación, las técnicas y fuentes de datos. En el tercer capítulo se desarrolla el análisis de la información recopilada a partir de instrumentos aplicados a la población estudiantil y a las personas funcionarias del Sistema de Becas en Sede de Guanacaste, o quienes recientemente laboraron en ella, permitiendo con ello obtener la percepción de ambos actores sobre la efectividad del Sistema. Finalmente, en el capítulo cuarto se elaboró un resumen de una serie de conclusiones a las que se llegó después de todo el análisis y se incluyeron una lista de recomendaciones que emergieron como producto de esas conclusiones.

This research addressed the issue of effectiveness in the Scholarship System of the University of Costa Rica, Guanacaste Campus, for the period between 2020 and 2021. The objective of this research was to analyze what is the perception they have the people benefited from the scholarship system of the University of Costa Rica, with respect to the efficiency with the use of resources and the effectiveness with which said resources are allocated, which implied: analyzing whether for the students of the Guanacaste Campus of said university benefited from a scholarship, the System made optimal use of the resources it possesses and benefited those who really deserved the financial support provided. To carry out this analysis, three specific objectives were raised: • The first aimed at describing the coverage and scope of the Scholarship System, spatial distribution of the people benefited, distribution by age, what are the benefits enjoyed by people who receive this support from the University. • The second was aimed at knowing and analyzing: the perception of the scholarship students themselves regarding the processes to obtain the scholarship, the conditioning mechanisms to stay within the System, the regulatory controls that determine the assignment of the scholarship category and identify the improvement elements that the beneficiaries of the System consider convenient to implement. • The third and last objective focused on the perception of the officials at the Guanacaste Headquarters of the Scholarships Office, or who recently had some interference in it, including the factors that they consider could strengthen the work of this office. In the first chapter, the background found in the research process is considered, which justifies carrying out the research and what is the problem that is addressed. In this sense, the audit carried out by the Comptroller General of the Republic in 2014 stands out, where some elements that make the System less effective were identified, for example: absence of comprehensive studies on the impact of the Scholarship System, need to strengthen complementary benefits and an inopportune delivery of complementary benefits in time. Said audit coincided in time with the modification that was made in the Regulations for the Award of Scholarships of the University of Costa Rica, where some important changes were proposed for the scholarship categories. In the second chapter, the necessary concepts for the development of the research are presented, based on bibliographic sources, highlighting as main axes: public policies, social mobility and effectiveness. In addition, part of the methodology used and the different instruments that helped to meet the objectives, the research approach, techniques and data sources are described. In the third chapter, the analysis of the information collected from instruments applied to the student population and to the officials of the Scholarship System at the Guanacaste Headquarters, or those who recently worked in it, is developed, thus allowing to obtain the perception of both actors. on the effectiveness of the system. Finally, in the fourth chapter, a summary of a series of conclusions that was reached after all the analysis was elaborated, and a list of recommendations that emerged as a product of those conclusions was included.
