Propuesta de un modelo de gestión financiera para el Centro Agrícola Cantonal Nicoya

Abstract

El presente trabajo tiene como fin elaborar una propuesta de modelo de gestión financiera del CACN, como medida de mejora en su estructura operativa, organizativa y comercial; para ello la investigación abarcó el análisis de sus funciones y desempeño vigente en el periodo 2019- 2021. Los resultados obtenidos sirvieron de base para la propuesta de proyectos con potencial para ejecutar por la organización en los próximos cinco años. En este entramado, dentro de los alcances obtenidos a nivel institucional, se reconocen los antecedentes del CACN en la atención brindada al sector agrícola del cantón de Nicoya. Asimismo, se conoció la perspectiva que tienen los actores institucionales de la organización en los últimos cinco años. Por otra parte, a nivel interno de la organización, se profundizó en los aspectos que ayudan a determinar el cumplimiento de los elementos básicos en la estructura administrativa y, a su vez, en el grado de desempeño con relación a los objetivos planteados. Dentro de esta investigación, figuró la presencia y participación de distintos actores institucionales y sociales que tuvieron relación con el desarrollo organizacional del CACN. A estos se les dio su debido abordaje con el objetivo de obtener información de primera mano que permitiese construir un panorama real del desempeño de la organización. Seguidamente, se brindó un acercamiento de forma personalizada mediante la realización de visitas de campo a cada uno de los productores asociados, según los datos arrojados por la muestra estudiada en la investigación. Mediante estas visitas se determinó el acompañamiento que ha ejecutado el CACN en los últimos cinco años como organización encargada de promover el desarrollo productivo en el campo agrícola, brindar asesorías técnicas y canalizar los recursos dentro del aparato estatal hacia los productores.

The purpose of this work is to develop a proposal for a financial management model for CACN, as a means of improving its operational, organizational and commercial structure; to this end, the research included an analysis of its functions and performance for the period 2019- 2021. The results obtained served as the basis for the proposal of projects with potential to be executed by the organization in the next five years. In this framework, within the scope obtained at the institutional level, the background of the CACN in the attention provided to the agricultural sector of the canton of Nicoya was recognized. Likewise, the perspective of the organization's institutional actors over the last five years was also learned. On the other hand, at the internal level of the organization, the aspects that help determine compliance with the basic elements of the administrative structure and, in turn, the degree of performance in relation to the proposed objectives were studied in depth. This research included the presence and participation of different institutional and social actors related to CACN's organizational development. These were duly approached with the aim of obtaining first-hand information that would allow a true picture of the organization's performance to be built. Afterwards, a personalized approach was provided by means of field visits to each of the associated producers, according to the data obtained from the sample studied in the research. These visits determined the support provided by CACN over the last five years as an organization responsible for promoting productive development in the agricultural field, providing technical advice and channeling resources within the state apparatus to producers.
