Valorización ambiental, económica y perspectiva social de la modalidad de PSA; sistemas mixtos en la región oriental del Valle Central de Costa Rica

Abstract

El Fondo Nacional de Financiamiento Forestal (FONAFIFO) es un pilar en el mantenimiento y aumento de la cobertura forestal costarricense, mediante el reconocimiento financiero por los servicios ambientales que provee las actividades de protección de bosque, regeneración natural y sistemas agroforestales; a partir del 2018 se ha trabajado en un plan piloto para reconocer los proyectos en Sistemas Mixtos, dirigidos hacia pequeños productores dentro del programa de PSA, los cuales deben contar con un máximo de 15 hectáreas y dos o tres actividades. El presente trabajo realizó una valorización en los aspectos ambiental, económico y social para la modalidad de Sistemas Mixtos de la oficina Regional de San José Oriental para el periodo 2019-2020. La metodología consistió en la revisión de expedientes de solicitudes, la aplicación de cuestionarios semiestructurados a las personas propietarias, jefaturas de las oficinas de FONAFIFO y profesionales forestales, con el fin de analizar los datos sobre la percepción por parte de todos los actores involucrados, y evaluar el aporte ambiental y económico de la modalidad. Se ha concluido que el Programa de Pago de Servicios Ambientales en la actividad de Sistemas mixtos ha logrado un efecto positivo respecto a la inclusión de fincas productivas, capaces de generar servicios eco sistémicos, que anteriormente no eran admitidas; sin embargo, se ha limitado la participación de posibles beneficiarios del programa debido a requisitos técnicos y legales.
