Diseño e implementación de un sistema informático de vigilancia epidemiológica para el Servicio Nacional de Salud Animal (SENASA) Heredia

Abstract

Los sistemas de información se hacen indispensables día con día a nivel mundial y Costa Rica no es la excepción, las empresas públicas y privadas del País cada vez desarrollan o adoptan sistemas de información para la mejora de sus procesos. El Servicio Nacional de Salud Animal (SENASA) es parte de estas empresas que actualizan sus procesos para manejarlos por medio de sistemas informáticos y es aquí donde este proyecto puede colaborar. El proyecto consiste en diseñar e implementar una herramienta web para el SENASA, llamada Sistema Integrado de Vigilancia Epidemiológica Web (SIVE WEB) que facilite el control de las enfermedades y epidemias de los animales en Costa Rica. El objetivo principal del sistema es mejorar los procesos de vigilancia epidemiológica dentro de la institución, así como su tiempo de respuesta, pues los que ya existen no son eficientes, tardan más tiempo de lo debido en resolverse y tienen un seguimiento poco controlado, por lo que este sistema pretende convertirse en la herramienta que ayudará a solventar todas estas deficiencias en esta institución gubernamental. Otro de los principales propósitos del sistema es centralizar toda la información involucrada para que todas las sedes nacionales puedan accederla en tiempo real, a fin de realizar consultas, reportes, entre otros. Además, es importante destacar que también sirve de gran apoyo para evitar epidemias o contagios de enfermedades en los animales. Existe un sistema llamado SIREA (Sistema Integrado de Registro de Establecimientos Agropecuarios) que contiene información de establecimientos (registro unificado para el SENASA, en plataforma web) como ubicación geográfica, actividades principales y secundarias, datos de los propietarios y responsables, entre otros. El nuevo sistema se Conecta al SIREA y así obtener este tipo de información para utilizarla como referencia Y agregar los datos pertinentes para el control y seguimiento epidemiológico. Los módulos principales del SIVE serán: registro de notificaciones, registro de visitas, registro y seguimiento de eventos, módulo de hato libre, registro de muestras, análisis de muestras (módulo laboratorio), módulo de reportes, módulo de seguridad o de usuarios y módulo de catálogos del sistema.

Information systems become essential day by day worldwide and Costa Rica is no exception, public and private companies in the country increasingly develop or adopt information systems to improve their processes. The National Animal Health Service (SENASA) is part of these companies that update their processes to manage them through computer systems and this is where this project can collaborate. The project consists of designing and implementing a web tool for SENASA, called the Integrated Epidemiological Surveillance System Web (SIVE WEB) that facilitates the control of animal diseases and epidemics in Costa Rica. The main objective of the system is to improve the epidemiological surveillance processes within the institution, as well as their response time, since those that already exist are not efficient, take longer than they should to resolve and have poorly controlled follow-up, therefore that this system intends to become the tool that will help solve all these deficiencies in this government institution. Another of the main purposes of the system is to centralize all the information involved so that all the national headquarters can access it in real time, in order to carry out queries, reports, among others. In addition, it is important to highlight that it also serves as a great support to avoid epidemics or contagion of diseases in animals. There is a system called SIREA (Sistema Integrado de Registro de Establecimientos Agropecuarios) that contains information on establishments (unified registry for SENASA, on a web platform) such as geographic location, main and secondary activities, data on owners and managers, among others. The new system is connected to SIREA and thus obtain this type of information to use it as a reference and add the relevant data for epidemiological control and monitoring. The main modules of the SIVE will be: registration of notifications, registration of visits, registration and follow-up of events, free herd module, sample registration, sample analysis (laboratory module), reporting module, security or user module and module system catalogs.
