La participación de los actores sociales vinculados al Área Marina de Pesca Responsable Paquera-Tambor, en la gestión durante el período 2021-2022

Abstract

El Área Marina de Pesca Responsable del distrito de Paquera–Tambor contribuye con la sostenibilidad de recursos marinos y pesqueros en la zona del Golfo de Nicoya, se apoya de la participación de organizaciones comunitarias y pescadores. La presente investigación toma la participación de los actores sociales vinculados al Área Marina de Pesca Responsable (AMPR) Paquera-Tambor, en la gestión durante el período 2021-2022 como caso de estudio y análisis. Asimismo, se formula una propuesta que promueva una mejora en la gestión del AMPR desde el Comité de Gobernanza Local. La metodología utilizada corresponde a la investigación descriptiva, ya que permite conocer desde diferentes ángulos la participación de los actores sociales, su relación de convivencia, las prácticas llevadas a cabo, su posición y percepción con respecto al AMPR, entre otras dinámicas que se desarrollan en el espacio. Los principales hallazgos se centran en la poca participación por parte de los pescadores, las asociaciones y las organizaciones locales en la gestión del AMPR, en la falta de comunicación y articulación entre instituciones gubernamentales y organizaciones locales, y en el período de inactividad administrativa del Comité de Gobernanza Local. Estos hallazgos reflejan insuficiencias en el modelo de gobernanza que se desarrolla en el Área Marina de Pesca Responsable, tanto de manera local como a nivel nacional, con los entes encargados. Dicho lo anterior, se definen aspectos claves que permitan una mejora en la gestión organizacional del AMPR Paquera-Tambor, dirigidos sobre mecanismos para optimar su trabajo interno, y, por consiguiente, una mayor articulación, comunicación y participación con las organizaciones locales, para así crear la posibilidad de generar proyectos que promocionen el AMPR. Dicho la anterior, se plantea una estrategia orientada a acciones de planificación organizacional, que mejoren la gestión del Comité de Gobernanza Local en el AMPR Paquera-Tambor.

The Responsible Fishing Marine Area of ​​the Paquera-Tambor district contributes to the sustainability of marine and fishing resources in the Gulf of Nicoya area, relies on the participation of community organizations and fishermen. The present investigation takes the participation of the social actors linked to the Paquera-Tambor Marine Area for Responsible Fishing (AMPR), in the management during the period 2021-2022 as a case study and analysis. Likewise, a proposal is formulated that promotes an improvement in the management of the AMPR from the Local Governance Committee. The methodology used corresponds to descriptive research, since it allows knowing from different angles the participation of social actors, their coexistence relationship, the practices carried out, their position and perception regarding the AMPR, among other dynamics that are developed in space. The main findings are focused on the little participation by fishermen, associations and local organizations in the management of the AMPR, on the lack of communication and articulation between government institutions and local organizations, and on the period of administrative inactivity of the Committee of Local Governance. These findings reflect insufficiencies in the governance model that is developed in the Responsible Fisheries Marine Area, both locally and at the national level, with the entities in charge. Having said the above, key aspects are defined that allow an improvement in the organizational management of the AMPR Paquera-Tambor, directed on mechanisms to optimize its internal work, and, consequently, a greater articulation, communication and participation with local organizations, in order to create the possibility of generating projects that promote the AMPR. Having said the above, a strategy oriented towards organizational planning actions is proposed, which improves the management of the Local Governance Committee in the AMPR Paquera-Tambor.
