Poder inteligente en la política exterior de Estados Unidos: Guantánamo

Abstract

La tesis de grado en Relaciones Internacionales con énfasis en Política Exterior y Diplomacia titulada “poder inteligente en la política exterior de Estados Unidos: Guantánamo” surge de la pregunta de investigación: ¿cuál ha sido el uso del concepto poder inteligente en la política exterior de Estados Unidos en el caso de Guantánamo? Ante lo cual propone una serie de herramientas analíticas para comprender los distintos usos que la categoría “poder inteligente” ha tenido en los distintos círculos tanto académicos como políticos. En ese sentido, se propone como una propuesta innovadora que incide en el desarrollo teórico de la disciplina de Relaciones Internacionales, y a la vez se centra en la dinámica de la política exterior de la potencia dominante en nuestro hemisferio: Estados Unidos. Dentro de los objetivos del trabajo de investigación se indagó el origen, evolución y aplicación del concepto poder inteligente en la política exterior; se analizó la implementación del poder duro y del poder suave como elementos constitutivos del Poder Inteligente; y se determinaron alcances y limitaciones del poder inteligente en la política exterior de Estados Unidos. Se debe destacar que la investigación tuvo como resultados previos dos publicaciones académicas, una reseña bibliográfica sobre el libro “The Power to Lead” de Joseph S. Nye Jr. en el Boletín de Política Exterior (Julio-Agosto 2010), año 3, número 18, de la Escuela de Ciencias Políticas de la Universidad de Costa Rica y la Escuela de Relaciones Internacionales de la Universidad Nacional de Costa Rica. Así como la aceptación para publicar la “Entrevista con Alberto R. Coll, Subsecretario de Defensa durante la Administración de George H. Bush (1990-1993) sobre temas de Política Internacional” en la Revista Temas de Nuestra América. Dentro de sus aportes teóricos y metodológicos, la investigación contó con el respaldo de destacados académicos en la teoría política y en general en la disciplina de Relaciones Internacionales; tales como el académico estadounidense Ph.D. Joseph S. Nye Jr. y el catedrático de la UNAM Dr. John Saxe-Fernández y el ex Subsecretario de Defensa Ph.D. Alberto R. Coll. Además de aplicar dentro del apartado de “análisis de contenidos” el uso de herramientas informáticas (ATLAS.ti) para develar las tendencias en el discurso del Presidente Barack Obama.

The thesis in International Relations with emphasis in Foreign Policy and Diplomacy entitled "smart power in U.S. foreign policy: Guantanamo" arises from the research question: what has been the use of the concept of smart power in U.S. foreign policy in the case of Guantanamo? It proposes a series of analytical tools to understand the different uses that the category "smart power" has had in different academic and political circles. In this sense, it is proposed as an innovative proposal that affects the theoretical development of the discipline of International Relations, and at the same time focuses on the dynamics of the foreign policy of the dominant power in our hemisphere: the United States. Within the objectives of the research work, the origin, evolution and application of the concept of intelligent power in foreign policy were investigated; the implementation of hard and soft power as constituent elements of Intelligent Power was analyzed; and the scope and limitations of intelligent power in the foreign policy of the United States were determined. It should be noted that the research had as previous results two academic publications, a bibliographic review of the book "The Power to Lead" by Joseph S. Nye Jr. in the Boletín de Política Exterior (July-August 2010), year 3, number 18, of the School of Political Science of the University of Costa Rica and the School of International Relations of the National University of Costa Rica. As well as the acceptance to publish the "Interview with Alberto R. Coll, Undersecretary of Defense during the George H. Bush Administration (1990-1993) on International Politics" in the magazine Temas de Nuestra América. Within its theoretical and methodological contributions, the research had the support of outstanding academics in political theory and in general in the discipline of International Relations; such as the American academic Ph.D. Joseph S. Nye Jr. and the UNAM professor Dr. John Saxe-Fernández and the former Undersecretary of Defense Ph.D. Alberto R. Coll. In addition to applying within the "content analysis" section the use of computer tools (ATLAS.ti) to reveal the trends in President Barack Obama's speech.
