dc.description.abstract | El trabajo final de graduación: Plan de gestión integral de residuos sólidos en la
empresa de Servicios Públicos de Heredia (ESPH), es un proyecto que
compendia y analiza la información respecto al sistema de gestión integral de
residuos sólidos en Costa Rica, aplicable a la empresa como tal.
La gestión integral de residuos en Costa Rica, es parte de una estrategia nacional
de gestión ambiental, que pretende impulsar al país hacia un modelo de
desarrollo sostenible y de conformidad con el consenso de la comunidad
internacional. La Ley para la Gestión Integral de Residuos es una de las
herramientas donde se establece el nuevo significado y propósito que tienen los
residuos sólidos. Este cambio de paradigma se ramifica en acciones, estructuras
y procesos que han de seguir, tanto sujetos privados como públicos, en el marco
de un esfuerzo nacional.
Se implementan los principios de protección de un ambiente sano y
ecológicamente equilibrado a lo largo de todo el sistema planteado. Además, se
incluyen principios, como la responsabilidad extendida, responsabilidad
compartida, responsabilidad del producto y la jerarquización de residuos, que,
como la naturaleza del sistema en sí, van a moldear el espíritu y los efectos de la
normativa involucrada.
La gestión integral de residuos en Costa Rica se integra a la economía, política
administrativa, ordenamiento jurídico, cultura, educación, y visión del país,
cambiando paradigmas y hábitos. Es una iniciativa, que, por medio de la
legislación y otras herramientas de planificación, cambia la forma en que se
gestiona el uso de recursos y la protección ambiental.
Esta investigación presenta la gestión integral de residuos en la ESPH, como un
eje importante por mejorar, en la cual se toman en cuenta los requisitos legales en
esta materia; asimismo, es una oportunidad para comprender en qué consiste el
sistema de gestión integral de residuos y, de esta forma se busca la eficacia de su
implementación, para lograr una mejora continua en sus sistemas de gestión
ambiental, carbono y responsabilidad social. | es_ES |

dcterms.abstract | The final graduation project: Comprehensive solid waste management plan in the
Heredia Public Services Company (ESPH), is a project that
summarizes and analyzes the information regarding the comprehensive management system of
solid waste in Costa Rica, applicable to the company as such.
Comprehensive waste management in Costa Rica is part of a national strategy
environmental management, which aims to drive the country towards a model of
sustainable development and in accordance with community consensus
international. The Law for Comprehensive Waste Management is one of the
tools where the new meaning and purpose of the
Solid waste. This paradigm shift branches out into actions, structures
and processes to be followed, both private and public subjects, within the framework
of a national effort.
The principles of protection of a healthy environment and
ecologically balanced throughout the entire proposed system. Also I know
include principles, such as extended liability, liability
shared responsibility for the product and the hierarchy of waste, which,
as the nature of the system itself, will shape the spirit and effects of the
regulations involved.
Comprehensive waste management in Costa Rica is integrated into the economy, politics
administrative, legal system, culture, education, and vision of the country,
changing paradigms and habits. It is an initiative that, through
legislation and other planning tools, changes the way people are
manages the use of resources and environmental protection.
This research presents the integral management of waste in the ESPH, as a
important axis to improve, in which the legal requirements are taken into account in
this matter; It is also an opportunity to understand what the
comprehensive waste management system and, in this way, the efficiency of its
implementation, to achieve continuous improvement in its management systems
environmental, carbon and social responsibility. | |
