Reflexiones: 12 medidas para atender la crisis económica desde una perspectiva social demócrata (II propuesta)

Abstract

De acuerdo con los objetivos establecidos por el Fondo Monetario Internacional FMI en materia del uso de las Reservas Monetarias Internacionales y considerando que dichas reservas representan el patrimonio en moneda extranjera con que cuenta el país. Dichos recursos son, el patrimonio del Estado y de la sociedad costarricense y están bajo la tutela del Banco Central como depositario de estas. Si bien, existen múltiples objetivos y usos alternativos asociados con las RMI, se establece en las recomendaciones fundamentales citadas por el propio FMI, que es posible, “Ayudar en casos de catástrofe o emergencia nacional, al ser consideradas como depósitos de la riqueza nacional”, se trata de una medida extraordinaria en el marco de la pandemia, la que claramente ha impuesto restricciones fiscales, tanto en gastos como ingresos, al gobierno central del país.

In accordance with the objectives established by the IMF International Monetary Fund regarding the use of International Monetary Reserves and considering that said reserves represent the country's assets in foreign currency. These resources are the patrimony of the State and of the Costa Rican society and are under the supervision of the Central Bank as their depositary. Although there are multiple objectives and alternative uses associated with RMIs, it is established in the fundamental recommendations cited by the IMF itself, that it is possible, "To help in cases of catastrophe or national emergency, since they are considered as deposits of national wealth" This is an extraordinary measure in the framework of the pandemic, which has clearly imposed fiscal restrictions, both in terms of expenses and income, to the central government of the country.
