Reflexiones: 12 medidas para atender la crisis económica desde una perspectiva social demócrata (IX propuesta)

Abstract

Una de las grandes criticas que se han esbozado en la opinión pública costarricense en los últimos años es el financiamiento a la educación superior y el abuso existente en algunos d ellos convenios colectivos realizados en dichas entidades al amparo de la autonomía universitaria. He de dejar claro que mucho de las criticas realizadas desconocen el funcionamiento de la institucionalidad universitaria y de los pesos y contrapesos que la gestión de dichas instituciones tiene. Empero, hemos de reconocer que la gobernanza pública se ha complicado y que las universidades públicas no han estado a la altura de los tiempos para atender los desafíos de gestión y propiciar a través d ellos mecanismos internos, balances en su gestión académica y financiera que les garanticen la flexibilidad y sostenibilidad futura.

One of the great criticisms that have been outlined in the Costa Rican public opinion in recent years is the financing of higher education and the existing abuse in some of them collective agreements made in these entities under the protection of university autonomy. I must make it clear that many of the criticisms made are unaware of the functioning of university institutions and the checks and balances that the management of these institutions has. However, we must recognize that public governance has become complicated and that public universities have not been up to the times to address management challenges and promote through them internal mechanisms, balances in their academic and financial management that allow them ensure future flexibility and sustainability.
