Propuesta de plan estratégico para el Comité Cantonal de Deportes y Recreación de Tibás, para el período 2018-2023

Abstract

El Plan Estratégico para el Comité de Deportes y Recreación del Cantón Tibás (CCDRT) para el período 2018-2023, es el resultado de una investigación participativa que fortaleció e incursionó en estrategias que van ligadas a promover el deporte y la recreación en el cantón. El tema central del proyecto es generar una propuesta de Plan Estratégico para el mejoramiento de la gestión del CCDRT. De esta forma se fomenta la promoción del deporte y la recreación con estrategias dirigidas a la mejora continua e implementación de diversas disciplinas deportivas, según los requerimientos en la encuesta realizada a la población. La investigación contiene una caracterización con los datos más recientes que fueron publicados al momento de elaborar este TFG. La información recopilada fue obtenida de documentos vía web, entrevistas realizadas al CCDRT, encuestas a la población y artículos académicos vinculados al deporte y la recreación. Con dicha información se conoció la realidad actual del cantón en aspectos y dimensiones en las que el deporte y la recreación pueden estar inmersas, tales como la salud y la educación; las cuales son pilares para el desarrollo humano. En síntesis, la investigación y formulación del Plan Estratégico van en la dirección de colaborar, en primera instancia, con el mejoramiento de la gestión del CCDRT y como consecuencia de ello; en el desarrollo humano e integral del cantón. Dentro de los resultados más importantes, se identificó que existe una falta de articulación entre el CCDRT y el gobierno local, además la falta de convenios con

organizaciones público – privadas. Se identificaron limitaciones importantes como falta de presupuesto y gestiones deficientes por parte de comités anteriores. Es importante indicar que en la propuesta de Plan Estratégico se evitaron mencionar aspectos financieros, ya que, como una propuesta, el Comité debe valorar su inclusión, buscando el financiamiento debido para su implementación. Esta investigación se centra en la caracterización del cantón, análisis de la gestión del CCDRT, análisis FODA, encuesta de apreciación dirigida a la población tibaseña y al CCDRT respecto al deporte y recreación. Asimismo, se concluye que la puesta en marcha de un Plan Estratégico solventará necesidades varias en la gestión deportiva, por ejemplo: planificación a mediano plazo para la incursión de nuevas disciplinas deportivas que actualmente demanda la población tibaseña. Finalmente, se determina que el deporte y la recreación son mecanismos de desarrollo social lo que justifica la necesidad de un incremento en los fondos públicos destinados a su financiación.

The Strategic Plan for the Sports and Recreation Committee of Canton Tibás (CCDRT) for the period 2018-2023, is the result of a participatory research that strengthened and entered into strategies that are linked to promoting sports and recreation in the canton. The central theme of the project is to generate a proposal for a Strategic Plan to improve the management of the CCDRT. In this way, the promotion of sports and recreation is encouraged with strategies aimed at continuous improvement and implementation of various sports disciplines, according to the requirements in the survey carried out with the population. The research contains a characterization with the most recent data that were published at the time of preparing this GFR. The information collected was obtained from documents via the web, interviews conducted with the CCDRT, population surveys, and academic articles related to sports and recreation. With this information, the current reality of the canton was known in aspects and dimensions in which sports and recreation can be immersed, such as health and education; which are pillars for human development. In summary, the research and formulation of the Strategic Plan go in the direction of collaborating, in the first instance, with the improvement of the management of the CCDRT and as a consequence of it; in the human and integral development of the canton. Among the most important results, it was identified that there is a lack of articulation between the CCDRT and the local government, in addition to the lack of agreements with

public - private organizations. Important limitations were identified such as lack of budget and poor management by previous committees. It is important to indicate that in the Strategic Plan proposal mentioning financial aspects was avoided, since, as a proposal, the Committee must assess its inclusion, seeking the financing due for its implementation. This research focuses on the characterization of the canton, analysis of the management of the CCDRT, SWOT analysis, an appreciation survey directed to the Tibaseña population and the CCDRT regarding sports and recreation. Likewise, it is concluded that the implementation of a Strategic Plan will solve various needs in sports management, for example: medium-term planning for the incursion of new sports disciplines that are currently demanded by the population of Tibet. Finally, it is determined that sport and recreation are mechanisms of social development, which justifies the need for an increase in public funds destined to their financing.
