La morosidad en el pago por la prestación del servicio de recolección de desechos sólidos por parte de la municipalidad de Pérez Zeledón.

Abstract

Esta investigación tuvo como propósito determinar cuáles son los factores institucionales que inciden en la morosidad del servicio de recolección de desechos sólidos, por parte de la municipalidad de Pérez Zeledón. El objetivo general del estudio es investigar los factores institucionales que inciden en la morosidad del servicio de recolección de desechos sólidos, que ofrece la municipalidad de Pérez Zeledón. Esta investigación se encuentra dentro del marco cuantitativo y cualitativo. Las fuentes primarias utilizadas fueron el personal de hacienda municipal, el coordinador del proceso de informática y el coordinador del área de patentes y licencias de la municipalidad de Pérez Zeledón, además documentación facilitada por el subproceso de contabilidad, sobre el comportamiento de la morosidad en el servicio de recolección de desechos sólidos, las fuentes secundarias fueron libros, revistas e Internet, que por sus características se clasifican como fuentes secundarias. Esta tesis se realizó utilizando la entrevista como técnica y el cuestionario como instrumento, por lo que se le aplicó una entrevista estructurada a los entrevistados, así mismo se aplicó una entrevista semi-estructurada al coordinador del proceso de hacienda municipal. Los resultados obtenidos muestran que la municipalidad no realiza un diagnóstico de la cartera morosa del servicio de recolección de desechos sólidos, sólo se realiza un análisis de manera integral de todos los servicios e impuesto y no existe presupuesto para solventar la realización de un diagnóstico. El único punto de cobro es el palacio municipal y la capacidad del sistema de cómputo no le permite hacer alianzas con otras organizaciones para ampliar sus puntos de cobro. Así mismo, se concluye que la falta de atención a la morosidad y la no aplicación de acciones como la amnistía, incide en el aumento de la morosidad. Como resultado de esta investigación se recomienda, realizar un constante monitoreo del logro en la recuperación de las cuentas morosas, con base en un diagnóstico, y que el mismo le ayude a detectar los factores negativos que inciden en la morosidad de la cartera del servicio de recolección de desechos sólidos. Establecer convenios estratégicos con otras organizaciones para diversificar sus puntos de cobro. Mantener la intensidad en la gestión de cobro de la cartera morosa del servicio de recolección de desechos sólidos y aplicar estímulos como la amnistía para motivar a los usuarios a actualizar sus cuentas.

The purpose of this study was to determine the institutional factors that influence the delinquency of the solid waste collection service provided by the municipality of Pérez Zeledón. This research is within a quantitative and qualitative framework. The primary sources used were the municipal finance personnel, the coordinator of the information technology process and the coordinator of the patents and licenses area of the municipality of Pérez Zeledón, in addition to documentation provided by the accounting subprocess, on the behavior of the delinquency in the solid waste collection service, the secondary sources were books, magazines and Internet, which by their characteristics are classified as secondary sources. This thesis was carried out using the interview as a technique and the questionnaire as an instrument, so a structured interview was applied to the interviewees, as well as a semi-structured interview was applied to the coordinator of the municipal finance process. The results obtained show that the municipality does not carry out a diagnosis of the delinquent portfolio of the solid waste collection service, only a comprehensive analysis of all services and taxes is carried out, and there is no budget to carry out a diagnosis. The only collection point is the municipal palace and the capacity of the computer system does not allow it to make alliances with other organizations to expand its collection points. Likewise, it is concluded that the lack of attention to delinquency and the non-application of actions such as amnesty have an impact on the increase in delinquency. As a result of this research, it is recommended that a constant monitoring of the achievement in the recovery of delinquent accounts be carried out, based on a diagnosis, which will help to detect the negative factors that affect the delinquency of the solid waste collection service portfolio. Establish strategic agreements with other organizations to diversify its collection points. Maintain the intensity in the collection of the delinquent portfolio of the solid waste collection service and apply incentives such as amnesty to motivate users to update their accounts.
