Análisis de la gestión del Consejo Territorial de Desarrollo Rural (CTDR) Santa Cruz-Carrillo, años 2016-2021

Abstract

Los Consejos Territoriales de Desarrollo Rural (CTDR) como responsables de gestionar y promover el desarrollo rural territorial, fueron implementados en el año 2015 a partir de un proceso y metodología liderado por Inder. La presente investigación tomó como caso de estudio el CTDR Santa Cruz-Carrillo, ambos cantones pertenecientes a la bajura de la provincia guanacasteca. Se realiza un análisis de la gestión del Consejo Territorial en el periodo 2016-2021 y se formula una propuesta que permita fortalecer su aporte al desarrollo rural territorial.

Se utilizó una metodología participativa para conocer la percepción de las personas participantes, sobre aspectos del contexto de su territorio, de las dinámicas organizacionales e institucionales para su gestión, del proceso de conformación y funcionamiento, así como las fases del proceso de su Plan de Desarrollo Rural Territorial (PDRT). Entre las principales problemáticas, aparte de las existentes en contexto del territorio, se identifica que el proceso de conformación del CTDR al ser liderado completamente por el Inder y por falta de capacitación a las personas integrantes del Comité Directivo, desarrollaron dificultades para la autogestión y posicionamiento del Consejo en el territorio. Además, la coordinación dentro del territorio y con instancias externas como COREDES o demás actores, no está claramente definida, sino que termina siendo la institución a quien le queda asumir estas gestiones.

Lo anterior, permitió la identificación de aspectos por mejorar que son críticos para fortalecer su gestión estratégica interna y para consolidar su gestión territorial externa. De esta manera, logrando que el Consejo Territorial promueva una buena gobernanza territorial como factor clave para dicho desarrollo, cumpliendo así con su objetivo de crear valor público a través de su gestión y funcionamiento en el territorio.

The Territorial Councils for Rural Development (CTDR) as responsible for managing and promoting territorial rural development, were implemented in 2015 based on a process and methodology led by Inder. The present investigation took as a case study the CTDR Santa Cruz-Carrillo, both cantons belonging to the lowlands of the Guanacaste province. An analysis of the management of the Territorial Council in the period 2016-2021 is carried out and a proposal is made to strengthen its contribution to territorial rural development. A participatory methodology was used to know the perception of the participants, on aspects of the context of their territory, of the organizational and institutional dynamics for their management, of the process of formation and operation, as well as the phases of the process of their Development Plan. Among the main problems, apart from those existing in the context of the territory, it is identified that the process of forming the CTDR, being completely led by Inder and due to lack of training for the members of the Steering Committee, developed difficulties for self-management and positioning of the Council in the territory. In addition, coordination within the territory and with external bodies such as COREDES or other actors is not clearly defined, but ends up being the institution that has to take on these efforts. The foregoing allowed the identification of aspects to improve that are critical to strengthen its internal strategic management and to consolidate its external territorial management. In this way, the Territorial Council promotes good territorial governance as a key factor for said development, thus fulfilling its objective of creating public value through its management and operation in the territory.
