La Relación entre el Ministerio de Seguridad Pública, La Dirección de Inteligencia y Seguridad Nacional y El Ministerio de Relaciones Exteriores y Culto en la formulación y gestión de la seguridad nacional como parte de la política exterior costarricense

Abstract

Esta investigación es analizar la relación entre el Ministerio de Relaciones Exteriores y Culto, el Ministerio de Seguridad Pública y la Dirección de Inteligencia y Seguridad Nacional en torno a la gestión y formulación de la seguridad nacional como parte de la política exterior costarricense. Esta relación se estudia a partir de cuatro objetivos específicos planteados. Primero se propone, establecer la relación conceptual entre la teoría del institucionalismo histórico y las variables de la investigación: intereses, legitimidad, mecanismos institucionales y redes políticas. Seguidamente, como segundo objetivo, se busca identificar las características institucionales del Ministerio de Relaciones Exteriores y Culto, el Ministerio de Seguridad Pública y la Dirección de Inteligencia y Seguridad Nacional que permiten entender sus capacidades y limitaciones dentro del proceso interinstitucional. En el tercer objetivo se tiene por determinar la agenda temática que condiciona cómo se relacionan el Ministerio de Relaciones Exteriores y Culto, el Ministerio de Seguridad Pública y la Dirección de Inteligencia y Seguridad Nacional respecto a la formulación de la seguridad nacional como parte de la política pública y exterior costarricense. Y se concluye por analizar los efectos de la interrelación relacionan el Ministerio de Relaciones Exteriores y Culto, el Ministerio de Seguridad Pública y la Dirección de Inteligencia y Seguridad Nacional en la formulación de la política de seguridad de la política pública y exterior costarricense.La investigación se define a nivel metodológico como exploratoria, se realiza una recolección de fuentes secundarias y de medios que constituyan un refuerzo a la información primaria y permitan ampliar el contexto del tema en investigación, en fuente primaria, se hizo uso de documentación oficial como memorias institucionales, legislación, informes o resoluciones y realizaron entrevistas.

The purpose of this research is to analyze the relationship between the Ministry of Foreign Affairs and Worship, the Ministry of Public Security and the Directorate of Intelligence and National Security regarding the management and formulation of national security as part of Costa Rican foreign policy. This relationship is studied on the basis of four specific objectives. First, it is proposed to establish the conceptual relationship between the theory of historical institutionalism and the research variables: interests, legitimacy, institutional mechanisms and political networks. Next, the second objective is to identify the institutional characteristics of the Ministry of Foreign Affairs and Worship, the Ministry of Public Security and the Directorate of Intelligence and National Security that allow understanding their capabilities and limitations within the inter-institutional process. The third objective is to determine the thematic agenda that conditions how the Ministry of Foreign Affairs and Worship, the Ministry of Public Security and the Directorate of Intelligence and National Security relate to the formulation of national security as part of Costa Rican public and foreign policy. And it is concluded by analyzing the effects of the interrelation between the Ministry of Foreign Affairs and Worship, the Ministry of Public Security and the Directorate of Intelligence and National Security in the formulation of the security policy of the Costa Rican public and foreign policy. The research is defined at a methodological level as exploratory, a collection of secondary sources and media that constitute a reinforcement to the primary information and allow to expand the context of the subject under investigation, in primary source, official documentation such as institutional memories, legislation, reports or resolutions were used and interviews were conducted.
