Abstract

La problemática abordada en esta investigación consiste en que el gobierno haitiano impuso restricciones de importación a 23 productos dominicanos, en contraposición con los acuerdos alcanzados, y viola las disposiciones del Memorando de Entendimiento Sobre las Relaciones Comerciales entre los Gobiernos de Haití y República Dominicana, firmado el 10 de julio del 2014. Las restricciones a esos productos, entre ellos el cemento, cuyas exportaciones descendieron de 27% a 16.5%, afectaron sensiblemente el volumen de las exportaciones hacia el vecino país. Consecuentemente, el propósito de esta investigación radica en analizar las implicaciones para la industria del cemento, las restricciones de importación a productos de origen dominicano, por parte del Gobierno de Haití; de igual manera, identificar los acuerdos que regulan el comercio bilateral entre Haití y República Dominicana, que afectan a las exportaciones de cemento dominicano; y, finalmente, determinar los obstáculos técnicos y las barreras no arancelarias que inciden en las exportaciones de cemento dominicano hacia Haití. La naturaleza de la investigación será de tipo cualitativa de índole descriptiva, utilizando el método deductivo. Se implementaron técnicas de investigación documental. Como resultado de la investigación se encontró que producto de esas restricciones, el comercio formal entre Haití y República Dominicana disminuyó US$400 millones en exportación en relación al 2015. Estas restricciones también propiciaron un incremento del contrabando en la frontera, con el consiguiente perjuicio para ambos países. Y además, la sobreoferta de cemento, combinada con los elevados costos de producción, ha comenzado a deprimir a este sector productivo de la economía dominicana.

The nature of the research will be qualitative of a descriptive nature, using the deductive method. Documental research techniques were implemented. As a result of the investigation, it was found that as a result of these restrictions, formal trade between Haiti and the Dominican Republic decreased US $ 400 million in exports compared to 2015. These restrictions also led to an increase in smuggling at the border, Countries. In addition, cement oversupply, combined with high production costs, has begun to depress this productive sector of the Dominican economy.
