Fortalecimiento de organizaciones rurales productoras de bienes y servicios para comercialización en los mercados locales: sistematización de la experiencia de Aproagrin, Guanacaste, Costa Rica

Abstract

El Proyecto denominado Fortalecimiento de organizaciones rurales productoras de bienes y servicios para comercialización en los mercados locales: cuatro casos en la región Chorotega (Carrillo-Sánchez y Fonseca-Argüello, 2018-2020) es adjudicado con fondos del Fondo Universitario para el Desarrollo Regional (Funder) de la Universidad Nacional, el cual fue presentado a concurso en el 2017 por la académica Xinia Carrillo-Sánchez de la Sede Regional Chorotega y el académico Hugo Fonseca Argüello de la Escuela de Relaciones Internacionales del Campus Omar Dengo, se adjudicó para iniciar en enero del 2018. La organización rural seleccionada para apoyar y realizar la extensión universitaria fue la Asociación de Productores Agropecuarios de Río Naranjo (Aproagrin), ubicada en el distrito de Río Naranjo (ver figura 1) perteneciente al cantón de Bagaces, provincia de Guanacaste. Como parte de nuestra sistematización de inicio, uno de los primeros pasos fue el ubicar y trabajar con una institución socia que nos facilitara información referente a estas organizaciones, así esta Asociación fue sugerida por el Instituto Nacional de Desarrollo Rural (Inder), institución que de principio a fin ha sido un socio estratégico en el desarrollo de esta experiencia. Dado que una de las estrategias que la Universidad propuso fue la articulación con diferentes actores del sector gubernamental y otras organizaciones, esta misma se realizó formulando un mapeo y proceso de selección que nos permitiera trabajar en conjunto, obteniendo información de sus quehaceres, de su situación real y su nivel de evolución, para ese entonces. La Asociación, de inicio, poseía varios temas o áreas a desarrollar o mejorar, así, luego de realizar varios trabajos de acercamiento, conversaciones y análisis de campo con ellos y la institución escogida para el trabajo, así, se puntualizaron dichas áreas de trabajo encontrándose puntos como en lo administrativo, desarrollo comercial de sus productos, agremiación, trabajo en equipo, creación de canales de venta como asociación, entre otros, por lo que se realizó un diagnóstico profundo de la dinámica que poseían, para entonces, proceder de forma alineada a su quehacer, el abordaje de todos estos temas y establecer las estrategias, herramientas, metodologías a accionar y lograr cumplir los objetivos propuestos en el proyecto. Esta primera sistematización nos permitió evidenciar la acción sustantiva realizada y la planificación a ejecutar de las capacitaciones con este grupo de agricultores que lograron un cambio significativo en su dinámica de comercio grupal de forma acelerada y continua.
