Laboratorio de la Dirección General de Aduanas (DGA) como figura innovadora en el Comercio Internacional de la República Dominicana

Abstract

A partir de la inauguración del laboratorio de Aduanas en la República Dominicana, se realizan análisis a mercaderías para su correcta clasificación arancelaria. Sin embargo, el laboratorio no cuenta con un manual de procedimientos que guíen su accionar como es el caso de otros laboratorios destacados: laboratorio de Perú, México, entro otros. Es por ello, que la capacidad de toma de decisiones se ve significativamente limitada por la falta de indicadores de gestión establecidos claramente. Por tanto, el propósito de la investigación es analizar el funcionamiento del Laboratorio de la Direccion General de Aduana (DGA) e identificar los recursos en materia de equipamientos y personal con los que cuenta y los proyectos que está desarrollando en la actualidad. En especial, establecer razones que hacen al laboratorio una herramienta innovadora para agilizar los procesos de identificación de mercancía en el intercambio de bienes y productos. De tal modo, la naturaleza de la investigación es cualitativa. Las técnicas de investigación aplicadas fueron documentales y de campo. De esta última, se encuentran plasmadas afirmaciones y conclusiones más relevantes sobre el tema objeto de estudio. Como resultados de la investigación, se explicó el funcionamiento del laboratorio y el equipamiento que tiene para definir la naturaleza de los productos y aplicar mayor rigurosidad a los controles aduaneros respecto a los productos restringidos o prohibidos. Se evidencian los servicios y proyectos que desarrolla el laboratorio en la actualidad. Y por último, se destaca la innovación que ha generado para evitar la evasión fiscal y el fraude aduanero.

Since the inauguration of the customs laboratory in the Dominican Republic, analyzes have been carried out on goods for correct tariff classification. However, the laboratory does not have a manual of procedures to guide its action as is the case of other leading laboratories: laboratory in Peru, Mexico, among others. It is for this reason that decision-making capacity is significantly limited by the lack of clearly established management indicators. Therefore, the purpose of the research is to analyze the operation of the Laboratorio General de Aduanas (DGA) and identify the resources in terms of equipment and personal with which it counts and the projects it is currently developing. In particular, to establish the reasons that make the laboratory an innovative tool to expedite the processes of identification of merchandise in the exchange of goods and products, becoming an important ally for the correct tariff classification. Thus, the nature of the research is qualitative. The applied research techniques were documentary and the field. From the latter, the most relevant statements and conclusions on the subject under study are captured. As a result of the investigation, it explained the operation of the laboratory and the equipment that it has to define the nature of the products and to apply greater rigor to the customs controls with respect to the restricted or prohibited products. The services and projects developed by the laboratory are shown today. And finally, the innovation that has generated to avoid tax evasion and customs fraud is highlighted.
