“Análisis del Convenio entre el Ministerio de Hacienda y la Universidad Nacional sobre Dotación de Capacitación” (2008 -2013).

Abstract

En esta investigación se analiza la ejecutoria e impacto inicial del Convenio entre el Ministerio de Hacienda (MH) y la Universidad Nacional (UNA), suscrito en el marco del Préstamo BCIE/Gobierno de la República para la construcción de infraestructura física. El convenio establece la amortización de intereses de dicho préstamo mediante la dotación de capacitación. En el análisis se utiliza información cuantitativa y cualitativa, a partir de la suscripción del convenio en el 2008 hasta el presente. Dentro del análisis comparativo en la investigación se pretende encontrar aquellos elementos que ayuden a establecer aquellos criterios importantes para entender si el comportamiento y evolución del convenio fue y es lo beneficioso para las partes, tanto del Ministerio de Hacienda, la Universidad nacional en adelante MH y UNA respectivamente y los funcionarios participantes. En el análisis se emplearon las técnicas de investigación descriptiva para obtener datos que ayudaran a explicar o entender el comportamiento del Convenio de Dotación de Capacitación durante el periodo del 2008 al 2013, para ello se utilizó una encuesta a 112 participantes de las maestrías realizadas hasta el momento, utilizando para ello la herramienta estadística Surveymonkey Los resultados recopilados de la encuesta se registraron, se organizó por género, edad, instituciones participantes, beneficios de la participación en las maestrías, propuestas para el mejoramiento de las maestrías y cursos en general promovidos por el Convenio y por último establecer la situación financiera del Convenio. De la situación financiera del Convenio se puede extraer que al mismo tener una prorroga de uno o dos años adicionales a la finalización de la vigencia en el año 2014, pues el Convenio de Dotación de Capacitación entre el MH y la UNA ha despertado el interés de los funcionarios y funcionarias por continuar capacitándose como lo ha demostrado la encuentra. Con los datos obtenidos del estudio se pretende aportar elementos a las autoridades involucradas de ambas instituciones, para valorar la conveniencia y beneficios del convenio, particularmente desde la perspectiva de los funcionarios y las funcionarias que han participado en los programas de Maestría ofrecidos. El principal valor agregado de este estudio es que recopiló, organizó y sistematizó data que se encontraba dispersa (documental y estadística) y recurre a información de primera mano recolectada de manera expresa para los fines del Estudio de utilidad para tomadores de decisiones.
