Análisis de la gestión del Departamento de Dirección Administrativa y Planificación de la Municipalidad de Naranjo 2010 - 2020.

Abstract

El presente informe de investigación final, modalidad proyecto, se constituyó en una propuesta aplicable en la Municipalidad del cantón de Naranjo como estrategia para el mejoramiento y fortalecimiento de la gestión en la Dirección Administrativa y Planificación, con el propósito de solventar las debilidades del quehacer institucional identificadas desde la disciplina de Planificación Económica y Promoción Social.

De esta manera, se elaboró la estrategia con una metodología participativa en el que los funcionarios de la Dirección Administrativa y Planificación de la municipalidad de Naranjo identificaron las áreas por mejorar en su labor y la forma más adecuada de atenderlas desde la elaboración y ejecución de una propuesta de fortalecimiento.

Por lo tanto, para recabar los principales hallazgos y resultados se aplicó una metodología mixta con diversas técnicas tales como: entrevistas semiestructuradas y encuestas. Con relación a las entrevistas semiestructuradas fueron aplicadas a la totalidad de funcionarios que posee la Dirección Administrativa y Planificación, seguidamente se aplicaron tres encuestas: una a todos los jefes departamentales de la municipalidad, la siguiente a la totalidad de funcionarios de la Dirección Administrativa y Planificación y por último se aplicó una encuesta a todos los funcionarios de los departamentos a cargo de la Dirección Administrativa y Planificación.

Lo anterior, resultó importante para conocer la normativa municipal, su estructura organizacional, funciones, roles y dinámicas internas de la institución. Así mismo, facilitó la identificación de fortalezas, oportunidades de mejora y debilidades que posee la gestión interna de la Dirección Administrativa y Planificación.

Finalmente, a partir de los resultados obtenidos se elaboró una propuesta de fortalecimiento de gestión para la Dirección Administrativa y Planificación de la Municipalidad de Naranjo, la cual consiste en un plan que permita y facilite la visualización de estrategias a corto y mediano plazo para implementarse en la Dirección Administrativa y Planificación, con el propósito de realizar mejoras continuas para fortalecimiento de la gestión en áreas como: comunicación, desarrollo de funciones, desempeño, supervisión, liderazgo y relaciones interdepartamentales.

This final investigation report, project modality, was constituted in a proposal applicable in the Municipality of the canton of Naranjo as a strategy for the improvement and strengthening of the management in the Administrative and Planning Department, with the purpose of solving the weaknesses of the institutional work. identified from the discipline of Economic Planning and Social Promotion. In this way, the strategy was developed with a participatory methodology in which the officials of the Administrative and Planning Department of the municipality of Naranjo identified the areas for improvement in their work and the most appropriate way to attend to them from the preparation and execution of a strengthening proposal. Therefore, to collect the main findings and results, a mixed methodology was applied with various techniques such as: semi-structured interviews and surveys. In relation to the semi-structured interviews, they were applied to all the officials of the Administrative and Planning Directorate, followed by three surveys: one to all the departmental heads of the municipality, the next to all the officials of the Administrative and Planning Directorate and finally, a survey was applied to all the officials of the departments in charge of the Administrative and Planning Department. The foregoing was important to know the municipal regulations, its organizational structure, functions, roles and internal dynamics of the institution. Likewise, it facilitated the identification of strengths, opportunities for improvement and weaknesses of the internal management of the Administrative and Planning Department. Finally, based on the results obtained, a management strengthening proposal was prepared for the Administrative and Planning Department of the Municipality of Naranjo, which consists of a plan that allows and facilitates the visualization of short and medium-term strategies to be implemented in the Administrative and Planning Directorate, with the purpose of making continuous improvements to strengthen management in areas such as: communication, development of functions, performance, supervision, leadership and interdepartmental relations.
