Elaboración de un diagnóstico nacional de la cooperación internacional financiera reembolsable recibida por Costa Rica durante el período 2000-2005

Abstract

Este informe final de práctica profesional se centrará en la modalidad de cooperación internacional financiera reembolsable en nuestro país; para ello el trabajo se encuentra estructurado en cuatro capítulos y una sección final designada a comentar las principales conclusiones y recomendaciones. El primer capítulo hace un recuento de las principales generalidades de la cooperación internacional. Éste incluye un vistazo a la evolución histórica de la cooperación internacional en el mundo, una breve reseña de su impacto en Costa Rica y un apartado dedicado a su típica clasificación, cuyo énfasis versará sobre la modalidad de la cooperación financiera por la importancia que ostenta en este trabajo. El segundo capítulo reúne los antecedentes que motivaron la realización del “Diagnóstico de la Cooperación Financiera Reembolsable”. En éste, el lector podrá reconocer la importancia del Ministerio de Planificación Nacional y Política Económica (MIDEPLAN) como ente director del diagnóstico. Al mismo tiempo podrá conocer algunas de las políticas acogidas para ordenar y hacer un mejor uso de la cooperación internacional en nuestro país. El capítulo tercero presenta el marco normativo existente en Costa Rica con respecto a la cooperación financiera; el cual hace alusión a los apartados constitucionales, leyes, decretos, y jurisprudencia de la Sala IV, que señalan claramente el camino a seguir por cualquier acuerdo de empréstito internacional para su respectiva aprobación. El capítulo cuarto y final presenta cada uno de los datos obtenidos tras la conclusión del “Diagnóstico de la Cooperación Financiera Reembolsable”, el cual abarca el período que va desde el enero del 2000 hasta diciembre del 2005. El diagnóstico, también muestra la situación de la cooperación financiera reembolsable a través de gráficos que permiten destacar aspectos como los principales acreedores, mayores entes ejecutores, montos asignados, áreas impactadas, así como las vías de aprobación, entre otras cosas. Finalmente, el último apartado contiene los propios aportes basados en las conclusiones y recomendaciones sobre la gestión de la cooperación financiera reembolsable en nuestro país en el período 2000-2005.

This professional practicum final report deals with the mode of repayable financial international cooperation within Costa Rica. The structure of this report consists of four chapters and a final part which offers the principal conclusions and recommendations. The first chapter gives a summary of the general commentary about international cooperation. It incorporates an outlook of the historical evolution of international cooperation in the world, a brief description of its impact in Costa Rica and a section dedicated to its common classification, which emphasizes the mode of financial cooperation because of its importance in this research. The second chapter gives the background of what motivated the execution of the “Repayable Financial Cooperation Diagnosis”. Here the reader will be able to recognize why the Ministry of National Planning and Economic Policy (MIDEPLAN) is the executive of this diagnosis, and at the same time identify some of the policies adopted with the goal of organizing and making better use of the international cooperation in Costa Rica. The third chapter presents the legislative framework that exists in Costa Rica, regarding financial cooperation. The chapter also reviews the constitutional articles, laws and decrees, including jurisprudence of the Sala IV, which clearly marks the way for the approval of any international loan. The fourth and final chapter presents each of the facts obtained from the completion of the “Repayable Financial Cooperation Diagnosis”, which contains information from January 2000 to December 2005. In addition, the diagnosis shows the situation of repayable financial cooperation by utilizing graphics, which enhance aspects such as the principal creditors, major executives, total sums received, impacted areas, as well as ways of approval, among others. Finally, the last section contains the own contributions based, on the conclusions and recommendations about the management of repayable financial cooperation in Costa Rica during the period 2000-2005.
