Propuesta para conformar una Federación Centroamericana de Cámara de Turismo Sostenible para Nicaragua, Costa Rica y Panamá

Abstract

El proyecto de investigación expone la propuesta para la creación de una Federación Centroamericana de Turismo Sostenible, conformada inicialmente por Nicaragua, Costa Rica y Panamá, la cual se muestra posterior a un análisis actualizado y exhaustivo de los tres países de las áreas social, económica, política y turística; en este último caso, se hace referencia a la historia, superestructura, planta turística, incidencia de este sector en la economía de cada país, así como el desarrollo del turismo sostenible. La exposición de datos del turismo a nivel mundial y centroamericano, así como de la tendencia de un turismo responsable, hace que la investigación adquiera una connotación internacional, debido a que se deja en evidencia la correspondencia de este sector con las relaciones entre los estados, organizaciones no gubernamentales, instituciones, empresas e individuos. Se presenta, adicionalmente, la estructura, filosofía, logros y proyectos realizados por la Cámara Nacional de Ecoturismo de Costa Rica, como un caso práctico del manejo interno de una organización que agremia el turismo sostenible en una nación. El proyecto concluye con una propuesta de creación del ente que represente el Turismo Sostenible de la región por medio de las cámaras o asociaciones, haciendo énfasis en aspectos esenciales como su constitución, estructura, organigrama, miembros, beneficios tanto para la región como para las empresas que forman parte de las asociaciones, finalizando con un análisis FODA de la Federación. El planteamiento de esta iniciativa brinda un aporte a las Relaciones Internacionales, debido a que la creación de una Federación Centroamericana de Turismo Sostenible facilita un proceso de integración real de actores privados centroamericanos en materia turística, basado en relaciones de interdependencia y cooperación, para alcanzar metas conjuntas que impulsen el desarrollo de la región y el posicionamiento como un destino turístico competitivo en el marco de la sostenibilidad.

The research project exposes the proposal for the creation of a Central American Federation of Sustainable Tourism, initially conformed by Nicaragua, Costa Rica and Panama, which is shown after an updated and exhaustive analysis of the three countries in the social, economic, political and tourist areas; in this last case, reference is made to the history, superstructure, tourist plant, incidence of this sector in the economy of each country, as well as the development of sustainable tourism. The exposition of tourism data at world and Central American level, as well as the trend of responsible tourism, makes the research acquire an international connotation, because the correspondence of this sector with the relations between states, non-governmental organizations, institutions, companies and individuals is made evident. In addition, the structure, philosophy, achievements and projects carried out by the National Chamber of Ecotourism of Costa Rica are presented as a practical case of the internal management of an organization that brings together sustainable tourism in a nation. The project concludes with a proposal for the creation of the entity that represents Sustainable Tourism in the region through the chambers or associations, emphasizing essential aspects such as its constitution, structure, organizational chart, members, benefits for both the region and the companies that are part of the associations, ending with a SWOT analysis of the Federation. The approach of this initiative provides a contribution to International Relations, because the creation of a Central American Federation of Sustainable Tourism facilitates a real integration process of Central American private actors in tourism, based on interdependence and cooperation relations, to achieve joint goals that promote the development of the region and the positioning as a competitive tourist destination within the framework of sustainability.
