Medidas ambientales de la Universidad Nacional de Costa Rica en el periodo 2011-2915 según aspectos ambiental considerado en el Programa de Gestión Ambiental Institucional (PGAI-UNA)

Abstract

La Universidad Nacional (UNA) viene realizando esfuerzos por impulsar el fortalecimiento de la cultura ambiental desde la generación de conocimiento, la promoción de actividades estudiantiles, académicas y administrativas con el fin de avanzar hacia la sustentabilidad de los campus universitarios. Bajo el lema “predicar con el ejemplo” desde hace cinco años la institución ha implementado estos PGAI con el fin de cumplir gradualmente con la legislación ambiental y realizar acciones en materia de gestión ambiental tales como cambio climático, eficiencia energética y compras sustentables. Por su parte, la cuantificación y medición de indicadores ambientales permite planear medidas encaminadas hacia una mejora de las condiciones que propician un impacto positivo en el entorno, disminuyendo o mitigando la cantidad de emisiones de dióxido de carbono y de otros gases que aceleran el efecto invernadero. Durante el primer quinquenio de la implementación del PGAI-UNA el cual termina en el 2016, se cuantificaron y sistematizaron cinco indicadores ambientales concernientes al quehacer diario de la Universidad Nacional de Costa Rica. Se estableció la línea base en el año 2011 y a partir de esta se plantearon y ejecutaron medidas ambientales para alcanzar los objetivos y metas propuestas para prevenir, reducir, restaurar o compensar el impacto ambiental negativo que está ocurriendo. Específicamente el objetivo del registro, sistematización y análisis de los indicadores ambientales fue verificar el comportamiento de la demanda institucional de energía eléctrica, agua, combustible fósil, papel y residuos sólidos separados para el periodo 2011-2015 para determinar si las acciones implementadas resultaron efectivas. Los resultados obtenidos son el reflejo de mejoras en la implementación de estas acciones ambientales que integran a la totalidad de la población universitaria -funcionarios y estudiantes- encaminados hacia un desarrollo sustentable de la institución.

The National University (UNA) has been making efforts to promote the strengthening of environmental culture from the generation of knowledge, the promotion of student, academic and administrative activities in order to advance towards the sustainability of university campuses. Under the motto "lead by example", the institution has been implementing these PGAI for the past five years in order to gradually comply with environmental legislation and carry out actions in environmental management such as climate change, energy efficiency and sustainable procurement. On the other hand, the quantification and measurement of environmental indicators makes it possible to plan measures aimed at improving the conditions that have a positive impact on the environment, reducing or mitigating the amount of carbon dioxide emissions and other gases that accelerate the winter effect greenhouse. During the first five-year period of the implementation of the PGAI-UNA, which ends in 2016, five environmental indicators concerning the daily work of the National University of Costa Rica were quantified and systematized. The baseline was established in 2011 and based on this, environmental measures were proposed and implemented to achieve the objectives and goals proposed to prevent, reduce, restore or compensate for the negative environmental impact that is occurring. Specifically, the objective of the registration, systematization and analysis of environmental indicators was to verify the behavior of the institutional demand for electricity, water, and fossil fuels, Paper and solid waste were separated for the period 2011-2015 to determine if the actions implemented were effective. The results obtained are a reflection of improvements in the implementation of these environmental actions that integrate the entire university population – staff and students – aimed at a sustainable development of the institution.
